The City of Ottawa has embarked on a comprehensive review of the taxi and limousine regulations. This review will include looking at how our existing taxi companies operate as well as potential regulations to recognize the emergence of new hailing technologies and transportation-for-a-fee service models. If you have an opinion on how this industry currently operates or on how you would like to see the industry change in Ottawa this is your chance to get involved and share your feedback. It is important that the consultant hear from the residents of Ottawa and I encourage everyone to participate in the review.
The Review is guided by three principles – public safety, accessibility, consumer protection – and is divided into three phases: 1) research, 2) consultation, and 3) analysis and report. It involves both stakeholder and public consultations. The consultation process involves the posting of six (6) discussion papers which outline case studies, the existing hired vehicle regulations, emerging issues, accessibility issues, taxi economics, and customer experience. Following the initial consultations and feedback, a Policy Options paper will be posted in mid- to late-November. Stakeholders and the public will be invited to comment on and provide input on the options by signing-up for webinars. The consultant’s final report will be completed in December, and in early 2016, the Community and Protective Services Committee is expected to consider a City staff report based on the review.
